All persons who think that they have a problem with gambling, as well as persons whose social situation and/or income level can make them more susceptible to gambling and developing gambling addiction, may register in the “Vulnerable Persons Register” (established pursuant to Article 10d of the Gambling Act) in view of being banned or prevented from participating in games of chance.
Entry in the Register shall be done after filling in and submitting a Application to the NRA Director General (BG) for entry into/deletion from the register by the person or his/her legal representative.
Submission shall be made in the following ways:
- on paper in the territorial structures of the National Revenue Agency;
- by e-mail to: nap@nra.bg, signed with a qualified electronic signature (QES), regarding entry into /deletion from the vulnerable persons register in view of being banned or prevented from participating in games of chance.
The application for entry in the Register may specify a period for which the entry shall be made, which shall not be less than two years.
Deletion from the register shall be made at the request of the registered person by filling in and submitting a new Application to the NRA Director General using the already mentioned model, where the period for registration specified in it has expired, or if no period has been indicated - after expiry of two years from the entry into the register.
Officials designated by the NRA Director General, as well as employees designated by the organisers of the games of chance (Article 10e(2) of the Gambling Act) shall have access to the data in the register.
The National Revenue Agency processes and protects the personal data of natural persons in compliace with the requirements of the Personal Data Protection Act (PDPA) and Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016.
Currently, there are persons entered in the Register. Organizers of games of chance may receive more information via tel. 0700 18 700, email: infocenter@nra.bg.
Important: For the period from 12.12.2020 to 12.12.2022, keeping of the vulnerable persons register under Article 10d of the Gambling Act, as well as access to it, shall be suspended. This is stipulated in the amendments to the Gambling Act promulgated in SG No 104 of 8 December 2020. In this period, NRA shall not be under the obligation to make new entries and deletions in the register referred to in Article 10d of the Gambling Act, nor to notify the organisers of games of chance about the persons already included in the register. During the deferral period, gambling operators shall not be obliged not to allow the persons included in the register to participate in games of chance;
Persons entered in the register shall not be removed from it. Their entry shall be kept, and the part of the period indicated by the registered person that has expired until 12.12.2020 shall be taken into consideration, and the remaining part of this period shall continue to run after 12.12.2022.
Persons who have submitted an application for entry in the register after 12.12.2020 shall not be registered. If they wish, they can submit a new registration application after 12.12.2022, when keeping of the vulnerable persons shall be renewed.
